If you're calling a submission a dupe, say so.

In this case, there's an 11-hour old submission, but at only 6 comments, it's well below the threshold I (a non-privileged HN participant) usually call for dupes, that being ~20 comments.

So no, this is not a dupe.

Are reposts ok?

If a story has not had significant attention in the last year or so, a small number of reposts is ok. Otherwise we bury reposts as duplicates.

"Significant" is undefined. I've given my own threshold which AFAIU is roughly that which HN mods use. But I am not one of those mods.

My point goes both ways: if you're linking a previous submission, indicate whether or not you think that the current submission is a dupe.

Otherwise your intent is unclear, and those of us who both flag dupes and try to see that legitimate submissions get a fair chance have to do extra work.

Generally, posting naked links is a poor practice. (There are occasional exceptions. They are rare.) You don't have to write a book, just make context / intent clear, as the examples I've linked show.

I know that repeated submissions are allowed, so I don't want to claim that it's a dupe. My intent is to link to existing comments, which could be interesting for the newcomers.
